RA CSC Chairman Manvel Badalyan’s Working Visit to Helsinki

On 27 June, RA CSC Chairman Manvel Badalyan paid a working visit to Finland’s capital city of Helsinki to participate in a kick-off meeting of PADOS II project “Participatory Democracy, Open Governance and Efficient eGovernment Services” organized by HAUS Finnish Institute of Public Management.

The Project funded by the Ministry for Foreign Affairs of the Republic of Finland will be executed in Eastern Partnership countries and will be aimed at promoting and enhancing democratic governance and public administration reforms in these countries. The Project supports the reforms implemented at central level through establishing professional, depoliticized and accountable public service. The Project also contributes to prevention of corruption and fight against corruption, as well as to ensuring integrity in public service.

In the course of discussions aimed at identifying the priority areas of the Project and the civil service needs assessment in Armenia, the RA CSC Chairman made reference to PADOS I project, underscoring its efficiency and achieved results. He also spoke about the current challenges that civil service faces in Armenia and noted that PADOS II could contribute to finding reasonable solutions to a number of key issues. The Chairman also mentioned that the Finnish best practice is particularly interesting in the light of civil service reforms in Armenia.

Following the meeting, individual programs will be developed for EaP countries to be implemented during 2017-2018.
