The Civil Service System is 15 Years Old


The Civil Service Council of the Republic of Armenia, as well as the civil service system are 15 years old. On January 9, 2002 the “Law on the RA Civil Service" entered into force. Based on the Law, appointments were made to the positions of the Chairman of the Civil Service Council, Deputy Chairman and five members of the Council in accordance with the decree of the RA President from January 2002. Thus the first composition of the Council was formed and the grounds for the transition to a unified civil service personnel policy was founded.
In the same year, the Council formed its staff and until the end of the year drafted and adopted all the secondary legislation pertaining from the Law, which, in some cases, being innovative for the Armenian administrative culture, were directed to the introduction of mechanisms and procedures to ensure the normal operation of the civil service system.
Over the past 15 years, with the leadership of the Council, the system has undergone major reforms aiming to improve the services provided to the citizens and development of the professional potential of the system on the one hand and the elimination of corruption arising in the course of time on the other hand. Formation of the civil service system and continuous transformations played and will play the role of locomotive for the overall public administration system reform.
